The leadership, stakeholders, and beneficiaries of the Third Phase Presidential Amnesty Programme (PAP) across the Niger Delta have commended the Administrator of the Presidential Amnesty Programme, Dr. Dennis Burutu Otuaro, Ph.D., for his humanitarian gesture and people-focused leadership during the yuletide season.
