General Elaye Applauds Otuaro as PAP Administrator Bags Fresh Award of Excellence for Niger Delta Peace & Development.

The Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Brutu Otuaro, has once again received national recognition for his outstanding leadership and commitment to peace and development in the Niger Delta, drawing strong commendation from General Elaye ThankGod Dollar Slaboh, National Chairman of the Third Phase Presidential Amnesty Programme.
The Management of the Delta State College of Health Sciences and Technology, Ofuoma-Ughelli, has conferred on Dr Otuaro the Award of Honorary Fellow of the College, in recognition of his exceptional role in the consolidation of peace, security, and sustainable development in the Niger Delta region.

The award was presented during the College’s 8th Convocation Ceremony, held at its Sports Complex on Saturday, 31st January, 2026. The official letter conveying the honour was signed by the College Registrar, Nomuoja Charles.
Reacting to the development, General Elaye ThankGod Dollar Slaboh congratulated Dr Dennis Brutu Otuaro on behalf of the national leadership of the Third Phase Presidential Amnesty Programme, describing the award as a clear validation of the Administrator’s people-centred policies and transformative leadership.
According to General Elaye, Dr Otuaro’s administration has strengthened the mandate of the Presidential Amnesty Programme through strategic stakeholder engagement, youth empowerment, education-driven interventions, and sustained peace-building efforts across the Niger Delta.
General Elaye further noted that under Dr Otuaro’s leadership, PAP has expanded its scholarship programmes, deploying beneficiaries to reputable onshore and offshore universities, especially in the United Kingdom, while also providing laptops and learning support tools to enhance academic performance and digital capacity.

The award also highlights Dr Otuaro’s emphasis on industry-relevant and future-focused courses, including medical and health sciences, cyber security, artificial intelligence, data science, financial technology (FinTech), international law and security, quantity surveying, advanced structural engineering, construction and civil engineering management, project management, and ICT.
General Elaye emphasized that these initiatives align perfectly with the broader vision of the Third Phase Presidential Amnesty Programme, which prioritizes education, skills acquisition, innovation, and sustainable development for Niger Delta youths.

The latest honour adds another feather to the cap of Dr Dennis Brutu Otuaro, whose leadership continues to earn accolades nationwide. As reaffirmed by General Elaye ThankGod Dollar Slaboh, the recognition reflects a shared commitment by PAP leadership to peace, progress, and lasting development in the Niger Delta.
