On Thursday, 30th January 2026, the Presidential Amnesty Programme (PAP), under the visionary leadership of its dynamic Administrator, Chief Dr. Dennis Brutu Otuaro, once again demonstrated its unwavering commitment to education and youth empowerment.
On this date, PAP distributed laptops to its scholarship beneficiaries at the Nigeria Maritime University (NMU), Okerenkoko, Delta State, in a strategic move aimed at enhancing academic excellence, digital competence, and global competitiveness among Niger Delta youths.
The distribution exercise was carried out by a PAP delegation led by the Senior Special Assistant on Special Projects to the Administrator, Engr. Ebikonde Sokoto Victor, who reiterated the Programme’s resolve to continually equip students with the necessary tools to thrive in today’s technology-driven academic environment.
Reacting to the initiative, General Elaye ThankGod Dollar Slaboh, National Chairman of the Third Phase Presidential Amnesty Programme, together with his national leadership, commended Dr. Dennis Brutu Otuaro for his remarkable passion for education and human capital development.
According to Gen. Slaboh, the laptop distribution underscores Dr. Otuaro’s people-focused leadership and his firm belief that education remains the bedrock for sustainable peace, empowerment, and long-term development in the Niger Delta region.
