As March 2026 dawns—a season synonymous with renewal, growth, and fresh momentum—the leadership of the Third Phase Presidential Amnesty Programme (PAP), under the purposeful guidance of Gen. Elaye Slabor Dollar (T.D. Dollar), extends warm New Month greetings to Niger Delta leaders, stakeholders, and beneficiaries across the region.

On behalf of the National and State Executive Councils, the PAP leadership wishes all beneficiaries a blissful, productive, and grace-filled March, marked by renewed opportunities, higher expectations, and divine upliftment.
Strengthening Peace, Empowerment, and Regional Stability
March presents an opportunity to reflect on the remarkable progress achieved in peacebuilding, youth empowerment, and sustainable development across the Niger Delta. Under visionary leadership, the Presidential Amnesty Programme has continued to expand:
Local and international scholarship placements
Skills acquisition and vocational training
Sustainable reintegration and self-reliance initiatives
Community security and regional stability frameworks
These strategic interventions have empowered thousands of beneficiaries, strengthened livelihoods, reduced restiveness, and reinforced peace across oil-producing communities.

Saluting the Pillars of Progress in the Niger Delta
The PAP leadership expresses profound appreciation to key drivers of peace and development whose commitment continues to shape the region’s future:
🔹 High Chief Government Oweizide Ekpemupolo (Tompolo)
Through Tantita Security Services, High Chief Tompolo has played a historic role in safeguarding critical oil and gas infrastructure, creating massive employment opportunities for youths and women, and sustaining economic stability in the Niger Delta. His fatherly leadership, empowerment drive, and patriotic service remain a cornerstone of regional peace.
🔹 Dr. Dennis Brutu Otuaro
The amiable Administrator of PAP has introduced proactive reforms, strategic rebranding, and inclusive policies that have revitalized the programme, strengthened stakeholder confidence, and restored tangible hope among beneficiaries.

🔹 High Chief Kestin Ebimorbowe Pondi
Alongside the entire Tantita Security Services team, his philanthropic commitment, robust security architecture, and job-creation initiatives have positioned Tantita as a celebrated force for development and peace in the Niger Delta.
🔹 Engr. Mathew Tonlagha
Fondly regarded as the people’s choice, his consistent contributions to community and national development continue to attract goodwill, recognition, and well-deserved elevation.
🔹 Chief Godfrey Tare Pondi
Popularly known as the “King of the Boys,” his operational excellence, youth-centered leadership, and dedication to service stand as a model for the next generation.
A Call for Unity, Skills, and Economic Diversification
The collective goodwill of stakeholders has unlocked freedom, progress, and renewed optimism for the Niger Delta.

As beneficiaries, professionals, and partners, the PAP leadership calls for:
Strong support for ongoing programme reforms
Full participation in skill-building and empowerment opportunities
Unity over division and collaboration over conflict
Strategic partnerships for economic diversification beyond oil
While opposition may arise, divine assurance remains firm: “Touch not My anointed, and do My prophets no harm.”
Building a Greater Niger Delta Together
With unwavering support for visionary leadership and a shared commitment to peace, the Niger Delta can continue its journey toward a future that is secure, prosperous, and united.
The leadership of the Third Phase Presidential Amnesty Programme wishes all stakeholders a successful and fulfilling March 2026—filled with favor, good tidings, and collective strength.
God bless the Niger Delta.
God bless us all.
