The National Chairman of the Third Phase Presidential Amnesty Programme, General Elaye Slaboh alongside his National Executive Council, has called on all Niger Delta beneficiaries, including camp leaders and ex-agitator generals under the scheme, to actively participate in the ongoing reformation agenda initiated by the Presidential Amnesty Board.Speaking on the recent developments, General Slaboh emphasized the need for unity and proactive engagement, noting that the reforms are already yielding results. “This is not the time to sit on the fence expecting change to come to you. It is time to key into the reformation process to help realign the Amnesty Programme with its original mandate—rehabilitation, reintegration, and sustainable empowerment of ex-agitators in the Niger Delta,” he stated.He highlighted that under the leadership of Dr. Dennis Otuaro, the Administrator of the Presidential Amnesty Programme, a clear five-point agenda has been introduced, with implementation already underway. These reforms include:1. Comprehensive Audit and Database Cleanup – to ensure only genuine beneficiaries are captured.2. Renewed Focus on Vocational and Entrepreneurial Training – aimed at equipping ex-agitators with practical skills for self-reliance.3. Strengthening Educational Opportunities – through scholarship schemes and academic partnerships.4. Support for Small and Medium Enterprises (SMEs) – via business start-up grants and mentorship.5. Reinforcement of Peacebuilding Initiatives – to promote unity, dialogue, and socio-economic growth in the region.General Slaboh urged beneficiaries not to allow divisive rhetoric or internal rivalries to derail progress. “We are brothers, and the time has come to move forward as one. Let us avoid hate speech and instead be frontline advocates of peace and progress,” he concluded.The Third Phase leadership reiterated its commitment to working closely with the Amnesty Office to ensure every deserving beneficiary benefits from the renewed vision of the programme.
