PAP Expands Global Education Drive: 34 More Niger Delta Scholars Deployed to UK Universities.

The Presidential Amnesty Programme (PAP) has deployed an additional 34 foreign post-graduate scholarship beneficiaries to various universities in the United Kingdom for the 2025/2026 academic session, further strengthening its commitment to human capital development in the Niger Delta region.
The scholars will pursue advanced degrees in industry-relevant and future-driven disciplines, including data science, fintech analytics, cyber security, international energy law and policy, construction project management, public health, agri-food technology, electrical engineering, and petroleum engineering, among others.
The deployment followed a pre-departure orientation programme held on Thursday, January 8, 2025, at the PAP Headquarters in Abuja. The orientation was attended by Mr. Edgar Biu, Technical Assistant to the Administrator of the Presidential Amnesty Programme, Dr. Dennis Brutu Otuaro, who represented the PAP boss at the event.
Speaking during the orientation, Dr. Otuaro, through his representative, explained that the large-scale foreign scholarship deployment aligns with the Programme’s renewed vision of transforming the Niger Delta into a knowledge-driven and economically competitive region.
According to him, the revitalization of the Presidential Amnesty Programme is part of the broader reforms initiated under his leadership, in line with the mandate of President Bola Ahmed Tinubu, GCFR, to ensure effective service delivery and sustainable development in the region.
“We are sending all of you for post-graduate studies in various universities in the United Kingdom.
The PAP now has a new momentum and direction because of the repositioning and broad reforms we have carried out in line with the mandate of His Excellency, President Bola Ahmed Tinubu,” Otuaro stated.
He emphasized that the objective of the scholarship programme is to develop critical manpower capable of driving innovation, economic growth, and sustainable development in the Niger Delta and Nigeria at large.
“The goal is to develop the needed human capital to transform the Niger Delta and generate knowledge-wealth.
You are expected to contribute meaningfully to national development after the successful completion of your studies,” he added.
Dr. Otuaro also urged the scholars to remain disciplined, focused, and committed to academic excellence, noting that they are ambassadors of the Niger Delta and the Presidential Amnesty Programme.
The PAP Administrator disclosed that more foreign post-graduate scholars will be deployed to UK universities within the current academic session, reaffirming the Programme’s long-term investment in education and skills acquisition.
In December 2025, nine students from the first batch of offshore post-graduate scholarship beneficiaries for the 2024/2025 academic year successfully graduated from various UK universities—an achievement that underscores the effectiveness of the restructured scholarship scheme.
Since assuming office in March 2024, Dr. Dennis Brutu Otuaro has overseen the deployment of over 9,000 students to universities within and outside Nigeria for various academic and professional programmes tailored to national and regional development needs.
Meanwhile, General Elaye ThankGod Dollar Slaboh, National Chairman of the Third Phase Presidential Amnesty Programme, has commended Dr. Dennis Brutu Otuaro for his sustained educational strides, describing the scholarship expansion as a bold and strategic investment in the future of Niger Delta youths.
According to General Slaboh, the consistent deployment of scholars to top global institutions reflects purposeful leadership and a genuine commitment to empowering beneficiaries with the skills required to compete globally and contribute meaningfully to Nigeria’s development.
