In a decisive move to address the alarming rise in custodial deaths and allegations of torture, the Nigeria Police Force (NPF) has initiated a comprehensive nationwide training program aimed at reinforcing the constitutional rights of suspects and promoting professional conduct among its personnel. This initiative, spearheaded by the Department of Operations at Force Headquarters in Abuja, mandates immediate training sessions across all police commands. The training focuses on educating officers about suspects’ constitutional rights and the professional handling of criminal complaints. This move comes in response to increasing public concern over incidents of custodial torture and mysterious deaths in police custody. The Department of Operations, under the leadership of Deputy Inspector General (DIG) Ari Muhammed Ali, PhD, FCIA, psc(+), plays a central role in planning and organizing internal security measures, monitoring the execution and coordination of NPF policies, and crime prevention. Complementing this effort, the Department of Training and Development, headed by DIG Frank Mba, mni, fnipr, is responsible for coordinating the recruitment process, staff and manpower development, and the training and retraining of officers. This department formulates and implements policies on training and manpower development to keep the force aligned with the dynamic nature of society. Inspector General of Police, Kayode Egbetokun, emphasized the importance of integrating human rights education into police training curricula. He stated that the NPF has included the protection and promotion of human rights in the curriculum of police training institutions to ensure that personnel respect citizens’ rights while discharging their constitutional duties. This initiative aligns with the Nigeria Police Force’s constitutional mandate to protect life and property, prevent and detect crime, and maintain public order.
