This publication, filled with falsehoods, blackmail, and political bitterness, seeks to discredit the hard work and transparent reforms carried out by Dr. Dennis Burutu Otuaro, Administrator of PAP. We refuse to remain silent while impostors spread lies aimed at disrupting the peace and progress in the Niger Delta.
- Otuaro’s Reforms Are Real and Ongoing
Contrary to the malicious claim that “no reforms have been introduced,” under Dr. Otuaro’s leadership, significant reforms have been implemented, including:
A comprehensive database verification that eliminated fraudulent and duplicated entries.
Deployment of a biometric stipend payment system, ensuring direct payments to verified beneficiaries.
Greater accountability and strict compliance with procurement processes.

It was the previous administration that delisted beneficiaries due to multiple BVN-related issues and other irregularities. However, Dr. Otuaro has carefully reviewed these cases and is addressing them individually. Some beneficiaries have already been reinstated and paid. Once fully verified, beneficiaries are reinstated into the monthly stipend payments. Many have expressed gratitude for Dr. Otuaro’s dedication and effective leadership. Meanwhile, impostors continue to spread false allegations. Let it be clear: under Dr. Otuaro’s leadership, no genuine beneficiaries have been delisted.
- Stop the Lies About Scholarship Favoritism
The claim that only Otuaro’s family, brothers, and villagers benefit from scholarships abroad is a fabricated lie. We challenge these accusers: bring forth the names and pictures of these so-called family members.
PAP’s foreign education scholarships are awarded strictly on merit and eligibility through a structured, inclusive process that spans the entire Niger Delta. Claims of favoritism are baseless, divisive, and meant to sow discord.

It is false to say that trained beneficiaries have not been empowered. In reality:
