We, the genuine leaders and stakeholders of the Presidential Amnesty Programme (PAP), proudly celebrate the commencement of the Phase 2 Leadership Training, which began on Tuesday, July 30th, 2025, and is set to round up today, Friday, August 1st. This ongoing initiative stands as yet another testament to the visionary and purposeful leadership of the Coordinator, Chief Dr. Dennis Brutu Otuaro, PhD.
Through this training, which is being conducted batch by batch, beneficiaries across the Niger Delta have expressed overwhelming joy and satisfaction. The program has not only equipped them with knowledge but has also fostered unity, discipline, and purpose within the PAP community.
We declare with confidence: Chief Otuaro has done more than enough. His leadership has brought about peace, empowerment, education, capacity development, economic inclusion, and light to a region that was once clouded by unrest and neglect. Under his watch, even the blackmailers and enemies of progress have bowed in silence, unable to deny the visible results of his noble service.
His selfless efforts have brought dignity and hope back to the people. The Presidential Amnesty Programme is now a model of transparency, transformation, and empowerment. What we are witnessing today is not ordinary – it is legacy in the making.
