The Executive Members of the Third Phase of the Presidential Amnesty Programme (PAP) have extended warm congratulations to Chief (Dr.) Dennis Brutu Otuaro on the successful hosting of the First Edition Training for the First Batch of Leaders across the First, Second, and Third Phases of the programme.
Describing the initiative as a welcome development for the Niger Delta region, the body expressed deep appreciation for Dr. Otuaro’s commitment to capacity-building and leadership development. They urged Third Phase leaders yet to be invited to exercise patience and remain engaged with the process, assuring them that this is the beginning of a broader plan that will carry everyone along.
Dr. Otuaro, they noted, has shown unwavering dedication to fulfilling the PAP mandate. This first edition of leadership training marks the start of a series, with the second and third editions expected to follow soon. Beneficiaries are encouraged to remain calm and supportive, as the training promises long-term benefits for leaders and, by extension, the Niger Delta at large.
Highlighting Dr. Otuaro’s record, the statement praised his visionary and inclusive leadership, pointing to unprecedented achievements in scholarships, empowerment initiatives, and fostering unity among leaders across all phases. The recent leadership training was described as a groundbreaking initiative equipping leaders with the skills needed for sustainable development.
According to the statement, this administration has restored confidence in the PAP through transparency, capacity-building, and people-centered governance, making it one of the most impactful since the programme’s inception.
“We sincerely thank Dr. Otuaro and his team for adding yet another benefit to the programme’s leaders. In the history of the PAP, this administration stands out for its scholarship opportunities, empowerment programmes, cordial relationships with stakeholders, and sustainable development efforts,” the statement concluded.
