In a heartwarming ceremony that reflected honour, service, and celebration, the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, today joined the family of Captain Franklin Amiyen Smooth, Liaison Officer at the PAP, to decorate him with his new rank of Major.
The event, which took place at the PAP Conference Room in Abuja, followed the official approval of his promotion by the Nigerian military authorities.
Dr. Otuaro, in company with Mrs. Smooth, the wife of the newly decorated officer, performed the symbolic decoration, marking a proud moment for the PAP family.
