The Administrator of the Presidential Amnesty Programme (PAP), Chief Dr. Dennis Otuaro, on Tuesday, represented the National Security Adviser (NSA), Mallam Nuhu Ribadu, at the Stakeholders’ Sensitization Workshop on the Implementation of the Expatriate Quota Reform, New Visa Regime, and Post-Amnesty Programme, organized by the Federal Ministry of Interior in collaboration with the Nigeria Immigration Service (NIS).
The high-level workshop, held at the NIS Headquarters in Abuja, brought together key stakeholders from various government agencies and institutions to deliberate on reforms aimed at improving Nigeria’s immigration framework and consolidating the gains of the post-amnesty peace and reintegration initiatives in the Niger Delta.
Speaking at the event, Chief Dr. Otuaro, who stood in for the NSA, emphasized the importance of inter-agency collaboration in ensuring transparency, efficiency, and security in the implementation of the new visa regime and expatriate quota management. He noted that the reforms are designed to promote economic growth, attract foreign investment, and strengthen Nigeria’s internal security architecture while also enhancing the objectives of the Post-Amnesty Programme.
He further highlighted that the PAP remains committed to deepening peace and stability in the Niger Delta region by creating sustainable empowerment opportunities for ex-agitators and supporting policies that integrate them into national development efforts.
In his remarks, the Administrator reiterated his dedication to aligning the operations of the PAP with the broader national security framework under the guidance of the Office of the NSA and the Federal Government’s reform agenda.
Meanwhile, the National Chairman of the Third Phase of the Presidential Amnesty Programme, Gen. Elaye ThankGod Dollar Slaboh, has commended Chief Dr. Dennis Otuaro for his proactive leadership and unwavering commitment to the goals of the Amnesty Programme.
According to Gen. Slaboh, “Chief Otuaro’s representation of the NSA at such a strategic forum reflects the confidence reposed in his capacity and the seriousness with which the PAP management is engaging national institutions to ensure the success of post-amnesty policies.”
He urged all beneficiaries of the Amnesty Programme to continue to support the ongoing reforms and to key into the developmental vision of the PAP under the leadership of Dr. Otuaro.
The sensitization workshop is expected to produce actionable recommendations that will strengthen institutional collaboration and enhance Nigeria’s overall immigration and post-conflict reintegration systems.
