The National Chairman of the Third Phase Presidential Amnesty Programme (PAP), Gen. Elaye Slabor T.D. Dollars, has praised the Administrator of the Presidential Amnesty Programme, Dr. Dennis Burutu Otuaro (Ph.D.), for his recent distribution of brand-new laptops to beneficiaries under the Presidential Amnesty Scholarship Scheme.

According to Gen. Slabor, this commendable initiative underscores Dr. Otuaro’s unwavering commitment to education, digital empowerment, and youth development across the Niger Delta region. The gesture is seen as a major step towards improving academic performance, enhancing productivity, and equipping students with the technological tools necessary for modern learning.
