The Rivers State Executive Council of the Presidential Amnesty Programme (PAP) held a crucial meeting on Saturday, May 3, 2025, in Port Harcourt, where key resolutions were made to strengthen peace and progress within the Niger Delta region.
During the meeting, the Rivers State 3rd Phase Chairman, Gen. Henry Ebiowei, delivered a warm welcome address and expressed appreciation to all attendees for honoring the important gathering.
In a unanimous decision, the Rivers State Exco and other stakeholders passed a vote of confidence on the active PAP Administrator, Chief Dennis Burutu Otuaro, applauding his impactful leadership.
The Exco also extended heartfelt commendations to the 3rd Phase National Chairman, Gen. Elaye Doller Thankgod Slaboh, for his selfless contributions and transformative efforts in fostering peace, stability, and development within the Niger Delta and the Amnesty Programme.
Highlighting specific achievements under Chief Otuaro’s administration, the Rivers State Exco praised:
- The recent increase in the programme’s budget.
- The award of 1,700 educational scholarships to students.
- The restoration of stipends for ex-agitators affected by BVN-related issues.
- The renewed empowerment process for delegates previously sidelined, with several beneficiaries confirming active communication and ongoing steps toward empowerment.
Chairman Gen. Ebiowei, alongside his executive members, urged PAP beneficiaries and delegates to shun the “pull-him-down” syndrome and instead embrace peace and unity. They called for unwavering support for Chief Dennis Otuaro and National Chairman Gen. Elaye Slaboh to ensure continued progress.
