We, the Executive Members of the Genuine Leaders Stakeholders of the Presidential Amnesty Programme (PAP), humbly and proudly raise our voices in appreciation of the steadfast, transparent, and people-centered leadership of Dr. Dennis Brutu Otuaro, Administrator of the Presidential Amnesty Programme, and his trusted Technical Assistant, Edgar Biu Daniel.

Since the assumption of office by Dr. Dennis Brutu Otuaro, the Amnesty Programme has witnessed a season of restoration, marked by renewed purpose, progress, and genuine transformation. His leadership has breathed new life into the PAP, restoring trust among stakeholders and ensuring that beneficiaries begin to truly feel the impact of the programme as it was originally envisioned.

Among the many notable achievements under Dr. Otuaro’s leadership are:

The successful deployment of beneficiaries through the PAP scholarship scheme, ensuring that many ex-agitators and youths now have the opportunity to pursue higher education and acquire knowledge for personal and communal development.

The planned commencement of vocational training programmes, which will equip beneficiaries with practical skills for sustainable livelihoods, marking a significant step toward full empowerment and reintegration.

Resolution of over 70% of BVN-related issues inherited from the past administration. Many affected beneficiaries, after thorough verification, have started receiving their long-delayed monthly stipends — a relief that has restored dignity and trust in the programme.

Kick-off of empowerment initiatives for beneficiaries who were trained by the past administration but never empowered. Under Dr. Otuaro’s administration, these individuals are now being prepared for empowerment, fulfilling promises that were previously left unattended.

Peacebuilding and transparency have become hallmarks of the current administration. Dr. Otuaro has continued to lead with integrity, inclusiveness, and open communication, creating a peaceful environment for growth within the Niger Delta.
