The Presidential Amnesty Programme (PAP) has witnessed remarkable transformation under the leadership of Dr. Dennis Brutu Otuaro, Administrator of the program, and his dynamic Technical Assistant, Edgar Biu Daniel. Their cordial and result-driven working relationship has brought a renewed sense of direction, efficiency, and credibility to the program, setting it on a trajectory to even greater heights. Through their shared vision, unwavering commitment, and mutual respect, the Amnesty Programme is now characterized by transparency, purpose, and progress that resonates with the beneficiaries and stakeholders across the Niger Delta.

Dr. Otuaro’s leadership is not only felt within the walls of the PAP office but throughout the region. He has taken a proactive approach by embarking on courtesy visits and strategic tours to meet with traditional rulers, key stakeholders of the Amnesty Programme, governors across the Niger Delta, as well as influential bodies such as the Ijaw National Congress (INC) and the Ijaw Youth Council (IYC). These engagements reflect his dedication to inclusive governance, bridge-building, and reaffirming the program’s relevance to the people it was designed to serve.

Indeed, Dr. Otuaro is a man of the people. He leads with humility, listens with empathy, and acts with integrity. His deep connection with the grassroots and his open-door policy have made him a beloved figure not just among the staff and appointees of PAP, but among the people of the Niger Delta at large.

Under his administration, for the first time in a long while, staff of the Amnesty Programme express true job satisfaction. There is a clear division of labour, fostering effectiveness and accountability. Each appointee and staff member knows their role and contributes meaningfully toward the collective goal of rebuilding trust and empowering ex-agitators through the program.

Otuaro’s style of leadership encourages idea-sharing, collaboration, and continuous improvement. It is common to witness vibrant internal discussions aimed at enhancing the program. The joy and optimism on the faces of PAP staff members are a testament to the healthy work culture he has built. His positive energy is infectious, inspiring excellence at all levels.

Beneficiaries of PAP scholarships are also jubilant. Many of them have spoken out in praise of the Administrator’s commitment to their educational and personal development. Payments are being made, concerns are addressed, and the assurance that their futures matter to the administration is more evident than ever.

Special praise must go to the man behind the scenes who has proven himself to be a pillar of support—Mr. Edgar Biu Daniel, Technical Assistant to the Administrator. His loyalty, strategic insight, and hands-on involvement have played a critical role in ensuring that the vision of Dr. Otuaro is executed effectively. Edgar Biu Daniel works tirelessly, often behind closed doors, to facilitate smooth operations, resolve challenges, and engage with stakeholders on behalf of the administration. His humility and capacity to deliver have earned him respect across board.

Mr. Edgar Biu Daniel has become a symbol of what it means to serve with dedication and purpose. His strength in standing firmly with Dr. Otuaro to push the program forward deserves applause. From field operations to administrative coordination, he exemplifies a spirit of excellence and quiet resilience that has positively impacted the direction and delivery of the Amnesty Programme. The region is lucky to have such a capable hand behind the scenes.

The executive members of the genuine leadership and stakeholders of the Presidential Amnesty Programme (PAP) are proud of Dr. Otuaro and Mr. Edgar Biu Daniel for their relentless service and outstanding achievements. We affirm our continued support and stand with them as they work to sustain the gains of this administration.

Under Dr. Otuaro’s leadership, the Amnesty Programme has experienced consistent scholarship payments, skills acquisition rollouts, youth empowerment initiatives, community engagement, stakeholder inclusion, and financial prudence. More initiatives are on the horizon, including advanced reintegration schemes, training programs, and sustainable empowerment models. Transparency, accountability, and vision remain the backbone of every plan under this administration.

We also use this opportunity to appreciate the National Security Adviser (NSA) for his collaborative approach and support towards Dr. Otuaro’s administration. It is evident that this synergy is producing lasting peace and development in the Niger Delta.

Finally, we call on the Presidency to take note: with Dr. Dennis Brutu Otuaro’s purposeful leadership, the Niger Delta region stands firmly in support of Mr. President. His leadership has brought peace, hope, and renewed trust—laying the foundation for a stronger, united, and prosperous region.
