The National Chairman of the Third Phase Presidential Amnesty Programme, General Elaye Dollar Slaboh, has extended commendation to the Administrator of the Presidential Amnesty Programme, Dr. Dennis Brutu Otuaro, for his visionary and compassionate leadership, particularly in addressing the long-standing concerns of students under the programme.

Speaking during a media briefing in Yenagoa, General Slaboh applauded Dr. Otuaro for taking decisive action by clearing outstanding monthly stipends for students under the Presidential Amnesty Programme — a move that has brought relief to hundreds of beneficiaries facing hardship across various academic institutions.

“This action demonstrates true leadership. Dr. Otuaro has shown that the welfare of our students is a priority. Many of these students were stranded and discouraged, but this intervention has revived their hope,” General Slaboh said.

He further emphasized that Dr. Otuaro’s approach reflects a deeper understanding of the core vision of the Amnesty Programme, which includes education, empowerment, and reintegration. According to him, clearing student stipends is not just an administrative decision but a strategic investment in the future of the Niger Delta.

The Third Phase leadership also expressed strong support for the current reforms being championed by Dr. Otuaro to realign the programme with its original blueprint, urging all stakeholders to key into this renewed sense of purpose.

“We see a clear difference in how the Amnesty Office is now being managed. We are committed to supporting these reforms and ensuring our students continue to enjoy the opportunities they deserve,” he added.

General Slaboh also appealed to institutions, parents, and regional leaders to collaborate with the Amnesty Office to promote accountability and peace, while ensuring that the benefits of the programme reach those it was truly designed for.

This development comes at a critical moment when student beneficiaries have been voicing frustration over unpaid stipends and academic disruptions. The clearance of these payments is already being hailed across campuses as a turning point and a sign of better days ahead.
