General Elaye ThankGod Dollar Slaboh, National Chairman of the Third Phase Presidential Amnesty Programme, has emerged as a key spokesperson in commending the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, for his bold reforms and renewed focus on human capital development through education.

Speaking on the sidelines of the pre-departure briefing for 12 foreign post-graduate scholarship beneficiaries deployed to universities in the United Kingdom, Elaye ThankGod described the initiative as a strategic investment in the future of the Niger Delta and Nigeria at large.
Elaye ThankGod: Education Is the Strongest Legacy of PAP
According to General Elaye ThankGod Slaboh, the foreign scholarship programme reflects Dr. Otuaro’s clear vision, transparency, and reform-driven leadership, particularly in restoring confidence in PAP’s educational mandate.

“What Dr. Dennis Otuaro and his management team are doing, especially in the area of education and human capital development, is commendable and sustainable. This is the kind of reform agenda the Niger Delta needs,” Elaye ThankGod stated.
He noted that empowering Niger Delta youths with international academic exposure would yield long-term dividends in governance, industry, security, and socio-economic development.
Strong Alignment With Tinubu’s Development Agenda
Elaye ThankGod further emphasized that the scholarship programme aligns seamlessly with the Renewed Hope Agenda of President Bola Ahmed Tinubu, as well as the developmental vision of the Office of the National Security Adviser, led by Mallam Nuhu Ribadu.
He affirmed that stakeholders across the Niger Delta are pleased with the continuity and expansion of the foreign scholarship scheme, which many had feared would be discontinued.

PAP Scholars as Ambassadors of the Niger Delta
As the official voice of key PAP stakeholders, Elaye ThankGod urged the beneficiaries to see themselves as ambassadors of the Niger Delta, stressing that their conduct and academic performance abroad would shape public perception of the programme.
“These scholars carry the image of the Niger Delta, the Presidential Amnesty Programme, and Nigeria.

Excellence must be their watchword,” he added.

He concluded by reaffirming stakeholders’ confidence in Dr. Otuaro’s leadership, noting that the education-centered reforms being implemented will leave a lasting legacy for peace, development, and capacity building in the region.
