Peace by Strategy: Otuaro Partners Nigerian Army to Train Niger Delta Leaders in Conflict Resolution.

Abuja, Nigeria — In a decisive move to deepen peace and leadership capacity in the Niger Delta, the Administrator of the Presidential Amnesty Programme (PAP), Chief Dennis Brutu Otuaro, PhD, has launched the first phase of a groundbreaking three-day leadership training programme in partnership with the Nigerian Army Resource Centre (NARC), Asokoro, Abuja.

Themed “Leadership, Alternative Dispute Resolution, and Mediation,” the programme is tailored to equip key Niger Delta stakeholders with the knowledge, skills, and attitudes (KSAs) essential for peacebuilding, responsible leadership, and effective conflict resolution at the grassroots.

This initiative is strategically designed to:

Build stakeholder capacity for responsible leadership

Enhance community-level dispute management skills

Strengthen long-term peace efforts across the region

Speaking on the significance of the programme, General Elaye Dollar Slaboh, National Chairman of the Third Phase Presidential Amnesty Programme, commended Dr. Otuaro’s visionary leadership. He described the initiative as a bold step toward sustainable peace and development in the Niger Delta.

“This kind of leadership-focused training is what the region needs — empowering our people not just with amnesty, but with the mindset and tools for peace. Dr. Otuaro is charting a new course for the Niger Delta,” General Slaboh said.

This training underscores the unwavering commitment of the Otuaro-led PAP to inclusive dialogue, community empowerment, and long-term stability, positioning the Niger Delta for greater socio-economic growth and harmonious coexistence.
