Abuja — In a strategic move to boost leadership and deepen peacebuilding efforts in the Niger Delta, the Administrator of the Presidential Amnesty Programme (PAP), Chief Dennis Brutu Otuaro, PhD, has kicked off a three-day high-impact training for regional stakeholders in collaboration with the Nigerian Army Resource Centre (NARC), Asokoro, Abuja.

Themed “Leadership, Alternative Dispute Resolution, and Mediation,” the programme is designed to equip community leaders with critical skills in conflict resolution, responsible governance, and peace enforcement.

With this initiative, the Otuaro-led PAP is shifting focus from mere post-conflict rehabilitation to sustainable peace through strategic knowledge empowerment.

Participants will be trained on:

Leadership ethics and responsibility

Conflict prevention and grassroots mediation

Peace-driven community engagement

Reacting to the initiative, General Elaye Dollar Slaboh, Chairman of the Third Phase Presidential Amnesty Programme, hailed Dr. Otuaro’s leadership, calling it “visionary and people-driven.”

“What Dr. Otuaro has done is transformational. This is how lasting peace is built — by empowering our people to lead with wisdom, not weapons,” he said.

This move reaffirms the Presidential Amnesty Office’s renewed direction under Dr. Otuaro — focused on dialogue, capacity building, and community-led solutions to age-old issues in the Niger Delta.
