In a major boost to human capital development, the Presidential Amnesty Programme (PAP) has successfully conducted a pre-departure briefing for more than 100 beneficiaries set to depart for the United Kingdom to pursue higher education.
The event marks one of the largest deployments of PAP beneficiaries abroad in recent years, rekindling the programme’s core mandate of transforming ex-agitators through education and skills acquisition.
Addressing the beneficiaries, the Administrator of PAP, High Chief Dr. Dennis Brutu Otuaro, reaffirmed his commitment to ensuring that the initiative continues to open life-changing opportunities for Niger Delta youths. He described education as a key driver of peace, stability, and socio-economic empowerment in the region, noting that sending such a large number abroad for advanced studies reflects the renewed direction of the programme under his leadership.
Also speaking, the National Chairman of the Third Phase Presidential Amnesty Programme, General Elaye ThankGod Dollar Slaboh, commended Dr. Otuaro for his visionary leadership and dedication to sustaining the dreams of the programme. He urged the beneficiaries to embrace discipline, responsibility, and focus as they begin their academic journeys in the UK.
> “This is a golden opportunity. Make use of it wisely. Focus on your studies, develop yourselves, and return to contribute meaningfully to the growth and stability of the Niger Delta,” Slaboh advised.
The beneficiaries expressed excitement and gratitude, pledging to represent the region positively and maximize the rare opportunity.
With this latest batch of students, the PAP has once again demonstrated its strategic role in building peace through education and empowerment, while strengthening Nigeria’s image on the global stage.
