Third Phase Leaders of Presidential Amnesty Programme Applaud Dr. Dennis Burutu Otuaro (Ph.D.) for Commencement of Second Batch Leadership Training.

The leadership, stakeholders, and beneficiaries of the Third Phase Presidential Amnesty Programme (PAP), under the national chairmanship of Gen. Elaye Slaboh, warmly applaud the Administrator of PAP, High Chief (Dr.) Dennis Burutu Otuaro, Ph.D., for his proactive initiative in commencing the second batch of the strategic leadership training programme. This specialised training, focused on leadership, alternative dispute resolution (ADR), and mediation, represents a significant milestone in fostering personal growth, effective leadership skills, and sustainable peace across the Niger Delta region.

Held in collaboration with the Nigerian Army Resource Centre, the programme equips ex-agitators and stakeholders with essential tools to resolve conflicts amicably, promote community harmony, and contribute positively to regional stability. This achievement builds on Dr. Otuaro’s impressive track record since assuming office in March 2024. His administration has prioritised human capital development through expanded educational scholarships—deploying thousands of beneficiaries to tertiary institutions within Nigeria and abroad—as well as vocational training, women’s empowerment initiatives, and youth development programmes. These efforts have restored confidence in PAP, enhanced reintegration, and supported broader goals of peace and socio-economic progress in the Niger Delta.

Despite persistent attempts by detractors to undermine these gains through unfounded allegations by individuals like Jude Gbaboyor and Lucky Utuedon (among others), spreading misinformation, Dr. Otuaro has remained steadfast, focusing unwaveringly on delivering impactful results and humanitarian service to the people of the region. The Third Phase leadership commends his resilience and dedication, viewing it as an inspiration for continued unity and development.
