Leadership Training: Third Phase PAP National Leadership Throws Weight Behind Otuaro’s Reform Agenda.

The national leadership of the Third Phase Presidential Amnesty Programme (PAP) has applauded the Administrator of the programme, High Chief (Dr.) Dennis Burutu Otuaro, Ph.D., for the commencement of the second batch of the strategic leadership training programme, describing it as a bold step toward deepening peace, stability, and sustainable development in the Niger Delta.

Under the leadership of Gen. Elaye Slaboh, National Chairman of the Third Phase PAP, stakeholders and beneficiaries noted that the training—focused on leadership development, Alternative Dispute Resolution (ADR), and mediation—is timely and strategic in addressing conflict resolution and community engagement challenges in the region.

Organised in collaboration with the Nigerian Army Resource Centre, the programme equips ex-agitators and key stakeholders with practical skills needed for peaceful coexistence, responsible leadership, and effective mediation. The national leadership said the initiative aligns with the core mandate of the Presidential Amnesty Programme to promote lasting peace and reintegration.

Since assuming office in March 2024, Dr. Otuaro has prioritised human capital development, expanding scholarship opportunities both locally and internationally, alongside vocational training, youth development initiatives, and women empowerment programmes. These interventions, the leadership noted, have restored confidence in the Presidential Amnesty Programme (PAP) and improved the socio-economic well-being of beneficiaries.

The national leadership further commended Dr. Otuaro for his resilience and focus in the face of misinformation and unfounded allegations by detractors, stressing that his people-centred leadership continues to drive unity and progress across the Niger Delta.

On behalf of the national leadership, stakeholders, and beneficiaries of the Third Phase Presidential Amnesty Programme (PAP), appreciation was extended to Dr. Dennis Burutu Otuaro for this laudable initiative, with prayers for God’s continued guidance and wisdom as he advances further phases of the leadership training and other transformative programmes critical to peace and development in the Niger Delta.
