Otuaro Deepens Niger Delta Peace Drive as PAP Trains Stakeholders in Leadership, ADR.

The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro, has reaffirmed the Federal Government’s commitment to sustainable peace in the Niger Delta with the successful completion of a high-level capacity-building workshop for PAP stakeholders.

Earlier today in Abuja, Dr. Otuaro presented certificates to participants of the fourth batch of the two-day “Leadership, Alternative Dispute Resolution (ADR), and Mediation Training for PAP Stakeholders.” The programme was organised by the Presidential Amnesty Programme in collaboration with the Alumni Association of the National Defence College (AANDEC) and held at the Nigerian Army Resource Centre, Abuja.

The workshop, which commenced on Monday, December 15, 2025, focused on equipping stakeholders with practical leadership skills, conflict resolution strategies, and mediation techniques aimed at strengthening peacebuilding efforts across the Niger Delta region.

Speaking on the importance of the training, the National Chairman of the Third Phase Presidential Amnesty Programme, General Elaye ThankGod Dollar Slaboh, charged beneficiaries to put the knowledge gained into effective use by actively advocating peace and stability in the Niger Delta.

According to General Slaboh, only a peaceful and secure Niger Delta can attract investors, stimulate economic growth, and create sustainable employment opportunities for present and future generations. He commended Dr. Otuaro for his innovative leadership, reforms, and strategic initiatives, noting that the positive outcomes being recorded today are clear evidence of purposeful administration.

The initiative further underscores Dr. Otuaro’s unwavering commitment to consolidating peace, security, and development in the Niger Delta through dialogue, capacity building, and inclusive stakeholder engagement.
