The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro, has reaffirmed that the PAP scholarship scheme remains a key instrument for securing a prosperous and peaceful future for the Niger Delta.
Otuaro stated this at the opening of the fifth batch of the two-day Leadership, Alternative Dispute Resolution and Mediation Training for PAP Stakeholders, organised in collaboration with the Alumni Association of the National Defence College (AANDEC) at the Nigerian Army War College, Abuja.
He disclosed that between 2024 and 2025, over 9,000 Niger Delta youths have been deployed to universities within and outside Nigeria under the PAP scholarship scheme, including 4,500 in-country beneficiaries this year alone. According to him, the massive educational investment is a deliberate strategy to groom a new generation of leaders capable of sustaining peace, security and development in the region.
Speaking on the initiative, the National Chairman of the Third Phase Presidential Amnesty Programme, General Elaye ThankGod Dollar Slaboh, strongly commended Dr. Otuaro’s education-driven leadership, describing the scholarship programme as a “visionary intervention” that will redefine the future of the Niger Delta.
Slaboh noted that prioritising education is the most effective way to empower youths, reduce restiveness and entrench lasting peace. He said the programme has already begun to yield positive results across communities and urged beneficiaries to justify the investment by becoming responsible leaders and peace ambassadors.
Otuaro added that the capacity-building workshop aligns with President Bola Ahmed Tinubu’s Renewed Hope Agenda, calling on PAP stakeholders to unite, resolve regional issues internally and deepen the peacebuilding process.
He appreciated President Tinubu and the National Security Adviser, Mallam Nuhu Ribadu, for their continued support, while thanking the Nigerian Army War College and AANDEC for partnering with the PAP.
