The Presidential Amnesty Programme (PAP) is witnessing a renewed surge in educational empowerment as Dr. Dennis Otuaro, the Programme’s Administrator, has linked the massive deployment of scholarship beneficiaries to the strong political will and financial backing of President Bola Ahmed Tinubu.
Dr. Otuaro made this known at a pre-departure orientation programme for 25 foreign postgraduate scholarship beneficiaries heading to universities across the United Kingdom for the 2025–2026 academic session. The event took place at the PAP headquarters in Abuja.
Preparing Niger Delta Youths for Global Excellence.
The orientation session was designed to prepare the scholars for life and learning abroad, with talks on Social and Cultural Relations in the UK, Academic Expectations, and Scholarship Administration. Each beneficiary also received a laptop to aid research, coursework, and thesis writing.
The scholars will pursue high-impact courses including Artificial Intelligence, Cybersecurity, Data Science, Business Analytics, Finance and Financial Technology, Advanced Structural Engineering, Quantity Surveying and Commercial Management, International Law and Security, and Public Health, positioning them for global competitiveness.
Tinubu’s Budgetary Support Expands Opportunities
According to Dr. Otuaro, the budgetary increase approved by President Tinubu has transformed the PAP scholarship scheme, making it possible to accommodate more beneficiaries across undergraduate and postgraduate levels.
He noted that the President’s commitment has strengthened the Programme as a pathway for rewriting the Niger Delta story, shifting the focus to education, skills development, and long-term prosperity.
Represented by his Technical Assistant, Mr. Edgar Biu, Dr. Otuaro also acknowledged the National Security Adviser, Mallam Nuhu Ribadu, for his consistent oversight, which has helped the Programme achieve measurable results under the Renewed Hope Agenda.
Slaboh: “Stay Focused, Graduate with Flying Colours”
Adding his voice, General Elaye ThankGod Dollar Slaboh urged the scholars to remain focused, shun distractions, and come out with flying colours.
He described the scholarship as a rare opportunity and a huge investment in their future, advising them to make the most of it by excelling academically and maintaining exemplary conduct while abroad.
General Slaboh further encouraged the beneficiaries to return home after their studies and deploy their knowledge and skills toward the development of the Niger Delta and Nigeria.
A Call to Make the Opportunity Count
Dr. Otuaro echoed the same message, charging the scholars to pursue excellence, obey the laws of their host country, and comply with institutional regulations.
He stressed that the PAP scholarship scheme is not the end goal, but a stepping stone toward building the human capital required to drive sustainable development in the Niger Delta and beyond.
