Third Phase Amnesty Leadership Commends Dr. Brutu Dennis-Otuaro Over Reforms, Assures beneficiaries of prompt payment of salaries and complete empowerment.

General Elaye Dollar Slaboh, and his national leadership, has expressed deep appreciation to the current Interim Administrator of the Amnesty Programme, Dr. Brutu Dennis-Otuaro, for initiating bold and strategic reforms aimed at realigning the programme with its original vision and objectives. the national chairman of the Third Phase, General Slaboh described the ongoing reforms as timely and necessary, especially in addressing long-standing issues affecting ex-agitators, camp leaders, and other stakeholders in the Niger Delta. He noted that the programme, over the years, had deviated from its core purpose, leaving many trained beneficiaries without empowerment or meaningful follow-up.General Slaboh disclosed that as part of the reformation efforts, the Amnesty Office has begun contacting individuals who underwent training in the past but were not empowered due to administrative gaps under previous leaderships. According to him, these individuals are now being given a fresh opportunity to benefit from the programme as originally intended.“In this reformation process, the Amnesty Board has established contact with those who were trained but not empowered. They are being called back to undergo a special two-week re-orientation training, after which they will be fully empowered,” Slaboh said.He emphasized that the orientation will not be a repeat of prior training, but a targeted refresh designed to align beneficiaries with current empowerment strategies and equip them for effective integration into the socio-economic framework of the region.The Third Phase Chairman praised Dr. Otuaro’s leadership for restoring credibility to the Amnesty Programme, stating that the reforms reflect a commitment to justice, fairness, and the equitable treatment of all phases of the programme. He called on all ex-agitators, camp leaders, and stakeholders to give maximum cooperation and support to the current administration to ensure the full success of the ongoing reforms.“We are finally seeing action that matches the original vision of the Presidential Amnesty Programme. Dr. Otuaro is bringing back the integrity and focus this initiative needs, and we, in the Third Phase, are solidly behind him,” Slaboh added.He further assured that the national leadership of the Third Phase will continue to engage with the Amnesty Office to ensure transparency and inclusivity in the distribution of opportunities, training, and empowerment packages.The Presidential Amnesty Programme was initiated to promote peace and development in the Niger Delta through the disarmament, rehabilitation, and reintegration of ex-agitators. With the current reforms, hopes are high that the programme will once again become a reliable vehicle for transformation and sustainable peace in the region.
