The National Chairman of the Third Phase Presidential Amnesty Programme, General Elaye Dollar Slaboh, alongside his executive members, has come out strongly in defense of the Programme’s Administrator, Dr. Dennis Brutu Otuaro, amid calls for an investigation they described as selfish, baseless, and politically motivated.Speaking in Yenagoa on behalf of the leadership of the Third Phase beneficiaries, General Slaboh emphasized that the campaign against Dr. Otuaro is being sponsored by individuals and groups who are uncomfortable with the bold reforms and transparency currently being introduced into the system.According to him, “These attacks are not in the interest of the general beneficiaries. They are fueled by fear—fear of exposure by those who have illegitimately benefited from the Amnesty Programme in the past through illegal contracts and manipulations. These are the people afraid of the ongoing verification and restructuring process.”Flanked by his executive, General Slaboh reiterated that many genuine ex-agitators who surrendered their arms during the disarmament phases were left out of the original programme. He praised Dr. Otuaro’s commitment to correcting that injustice.“Some of our brothers who genuinely embraced peace were never captured in the original listings. The current Administrator has recognized this gap and is working hard to include them through fresh empowerment and reintegration schemes,” he said. The chairman further commended the efforts of Dr. Otuaro in initiating a verification exercise that is already yielding results, with several beneficiaries being contacted for retraining and empowerment.“We are seeing real change. People who were previously forgotten are now receiving calls and undergoing assessments for proper empowerment. This is the kind of progress we’ve waited for, and we won’t let political distractions ruin it,” Slaboh stated.General Slaboh and his executive members urged the Administrator to remain focused and undeterred by those they described as “enemies of progress” who had fed fat on the system in the past.“We are solidly behind Dr. Otuaro. He is on the right path. The third phase leadership stands with him. Let those who profited illegally be ready to account for their deeds — this programme is about peace, development, and justice for the Niger Delta, not personal enrichment,” he concluded.
