We, the undersigned Ex-Agitators Genuine Leaders of the Presidential Amnesty Programme (PAP), wish to categorically reject and condemn the recent petition published by a faceless and illegal group styling itself as the Reformed Niger Delta Ex-Agitators Forum, which made spurious and irresponsible allegations against Dr. Dennis Burutu Otuaro, the Administrator of the PAP.This group has no legitimacy, no acceptance by real ex-agitators, and no authority to speak for the Niger Delta community. The claims made in their publication are false, malicious, and intentionally crafted to cause division and discredit the progress being made under Dr. Otuaro’s leadership.The individual parading himself as the “National Chairman” — Owuopele Eneoriekumoh Owous — is not a leader, has never commanded any recognized camp, and is not known as a contributor to the struggle. He is a political beggar and attention-seeker, being used by disgraced elements within Phase 1 who are intimidated by Dr. Otuaro’s reform-driven leadership. Owous is a boy in the struggle, not a commander — and certainly not fit to speak for the ex-agitator community.In truth, he is a distractor, seeking to derail the peace and development currently being restored in the Niger Delta. He has made several baseless accusations, including:That the director general of DSS should investigate Dr. Otuaro — yet he provides no evidence, no context, and no justification. Investigate what, exactly? A man who is doing the right thing and restoring credibility to the Programme?That protesters are at risk of being killed, while also claiming he will “ensure safety during protest” — a contradictory and dangerous narrative. It shows his true intent: to incite panic and fear while preparing to exploit the situation.He even went as far as alleging DSS involvement, which is an insult to our national security institutions and a desperate ploy to intimidate law-abiding citizens and institutions.We cannot and will not allow someone who falsely claims to be a “chairman” to use this fabricated platform as a medium to extort and steal from our innocent brothers, sisters, fathers, mothers, and uncles who may be traveling or engaged in peaceful activities. His hidden agenda is to stage confusion under the guise of protest — not for justice, but for personal gain.We also reject his false claim that Dr. Otuaro is using leaders to suppress protest. The truth is simple: when a man is doing what is right, the people — especially those with genuine interest in peace — will naturally support him. That is why the true leaders of the struggle and beneficiaries of the PAP have come together to speak with one voice — not to suppress protest, but to expose this imposter.Let it be clearly stated: if Mr. Owuopele Eneoriekumoh Owous continues his acts of blackmail, false representation, incitement, and threats to public peace, we — the Genuine Leaders of the Niger Delta Ex-Agitators under the PAP — will not hesitate to arrest him and hand him over to the appropriate authorities.We urge the general public, the media, and all security agencies to treat his petition as the worthless distraction it is, and remain focused on supporting the steady progress being made by Dr. Dennis Otuaro in rebuilding the Presidential Amnesty Programme with integrity and fairness.Signed:Genuine Leaders of the Niger Delta Ex-Agitators under the Presidential Amnesty Programme (PAP)For Peace, Progress, and Accountability.
