We, the leadership of the genuine leaders and stakeholders of the Presidential Amnesty Programme (PAP), wish to sincerely commend His Excellency, President Bola Ahmed Tinubu, GCFR, for his visionary leadership and for finding Dr. Dennis Brutu Otuaro worthy to serve as the Administrator of the PAP. This appointment has proven to be one of wisdom and foresight, as Dr. Otuaro’s leadership is already bearing visible fruits within a short span of time.
We heartily praise Dr. Dennis Brutu Otuaro for his proactive and people-oriented approach to leadership. He has shown clear intent and commitment by initiating plans to kickstart vocational training programmes across the region. These trainings are set to empower our youth with practical skills that will enable them to build sustainable livelihoods.
In addition, Dr. Otuaro has taken commendable steps to uplift the PAP scholarship scheme, broadening access to quality education for ex-agitators and other beneficiaries. This move reflects his dedication to intellectual empowerment as a cornerstone for long-term peace and development.
Preparations for large-scale employment opportunities are also underway, offering hope to many unemployed youths in the region. His ability to unite and collaborate with key stakeholders has laid the foundation for a stronger, more harmonious programme. This spirit of inclusiveness and bridge-building is already fostering trust and collective purpose among all involved.
Dr. Otuaro has also extended a hand of fellowship to the entire Niger Delta region, reaffirming his commitment to inclusivity, equity, and peace—core values that we strongly uphold.
