The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, is currently representing Nigeria at the Eleventh Conference of States Parties (CSP11) to the Arms Trade Treaty (ATT), holding at the Geneva International Conference Centre, Switzerland.
The prestigious conference runs from 25th to 29th August, 2025, with the theme “Universality as a Priority”, coinciding with the 10th Anniversary of the ATT.
The ATT, adopted by the United Nations General Assembly in April 2013 and enforced in December 2014, is a legally binding international instrument that regulates the global trade in conventional arms, with the aim of promoting international peace, reducing human suffering, and strengthening cooperation among states.
Dr. Otuaro’s leadership has been marked by vision, dedication, and a strong sense of responsibility. Since assuming office, he has worked tirelessly to reposition the Presidential Amnesty Programme, fostering peace, development, and empowerment across the Niger Delta. His commitment to dialogue, inclusiveness, and sustainable growth has earned him respect both locally and internationally, making him a worthy representative of Nigeria at such a global stage.
