A major milestone has been recorded in the Presidential Amnesty Programme (PAP) as nine students sponsored under its foreign post-graduate scholarship scheme have successfully completed their master’s degree programmes in top universities across the United Kingdom.
The scholars—deployed for the 2024–2025 academic session by the PAP Administrator, Dr. Dennis Brutu Otuaro—graduated from Anglia Ruskin University, University of Dundee and The University of Law, bagging master’s degrees in Cyber Security, Data Science & Engineering, Law, Construction & Civil Engineering Management, ICT and Project Management.
Meanwhile, an impressive 711 undergraduate and postgraduate PAP beneficiaries are expected to graduate from Nigerian universities in 2025, marking one of the programme’s biggest academic outcomes in recent years.

Otuaro: Scholars Have Justified Government’s Investment
Dr. Otuaro commended the graduates for completing their programmes in record time, stating that their performance reflects discipline, focus and dedication.
We congratulate these scholars on their successful graduation. They have justified the Federal Government’s investment in their education. This is the standard expected of every PAP scholarship beneficiary,” he said.
He reiterated his commitment to expanding access to higher education for indigent Niger Delta students, a core part of the PAP’s mandate and a key pillar of President Bola Ahmed Tinubu’s Renewed Hope Agenda.
According to him, the PAP deployed 3,800 beneficiaries in-country in 2024–2025, increased to 3,900 in the 2025–2026 session, including 200 foreign scholarship slots.
In less than two years, a total of 7,700 in-country students and 162 foreign post-graduate scholars have been deployed.

Reacting to the development, General Elaye ThankGod Dollar Slaboh, National Chairman of the Third Phase Presidential Amnesty Programme, lauded Dr. Otuaro’s unmatched commitment to educational transformation in the Niger Delta.
He praised the scholars for their outstanding performance, describing them as “true ambassadors of the region who have demonstrated excellence, discipline and capacity.”
