PAP Dismisses Malicious Video as Third Phase Leadership Declares Full Support for Otuaro.
The National Chairman of the third phase Presidential Amnesty Programme (PAP) has firmly dismissed the recent video circulated by Mr. Jude Gbaboyor on Facebook, describing the allegations against the Administrator of the Programme, Dr. Dennis Otuaro, as baseless, malicious, and a desperate attempt at character assassination.
In a statement issued on Monday by the National Chairman of the Third Phase Presidential Amnesty Programme, General Elaye ThankGod Dollar Slaboh, the Programme emphasized that the claims of murder, ritualism, and kidnapping made by Gbaboyor—purportedly from the United States—are fabricated, reckless, and aimed at deceiving the public.
General Dollar Slaboh, speaking on behalf of the national leadership, condemned the viral video, describing Gbaboyor’s conduct as “a shameful campaign of lies driven by personal bitterness and failed ambitions.”
According to the Third Phase leadership, Gbaboyor—now a fugitive—fled Nigeria after committing cyberstalking and refusing to honour an official police invitation over previous defamatory acts.
General Dollar Slaboh explained that Gbaboyor was dismissed from the Programme years ago due to misconduct and lack of moral character. His renewed attacks, the chairman noted, began only after his request for reinstatement was rejected by Dr. Otuaro.
The statement further reads:
This is not the first time Jude Gbaboyor has manufactured outrageous and baseless accusations. His repeated smear campaign led to petitions before relevant security agencies, citing cyberstalking and criminal intimidation. When he was invited to defend himself, he fled the country and made himself a fugitive.”
Having failed to manipulate his way back into the Amnesty Office through improper means, he has resorted to character assassination and the circulation of false claims.”
His attempt to call on the President of the United States to intervene in a personal issue is laughable and a clear insult to Nigeria’s sovereignty.”
General Elaye Dollar Slaboh and the Third Phase national leadership urged the public to disregard what they described as “the rantings of a frustrated individual seeking unnecessary attention from foreign shores.” They reaffirmed that the Niger Delta cannot and will not be distracted by such reckless actions.
They also commended Dr. Otuaro for his focused leadership, commitment to peacebuilding, and ongoing development efforts across the Niger Delta.
The statement concludes:
Under Dr. Dennis Otuaro, the Presidential Amnesty Programme remains firmly committed to transparency, accountability, and sustainable development for ex-agitators and the Niger Delta region. No amount of falsehood will derail this mandate.”
If Gbaboyor truly believes in his accusations, he should return to Nigeria and present them before the appropriate authorities instead of hiding abroad.”
