A federal lawmaker representing the Degema/Bonny Federal Constituency in the House of Representatives, Hon. Cyril Hart, has formally petitioned the Independent National Electoral Commission (INEC) to create two new state constituencies in Rivers State.
In a letter dated July 7, 2025, and received by INEC, Hon. Hart is demanding the establishment of Degema State Constituency II and Bonny State Constituency II, citing the constitutional requirement for periodic constituency reviews.
The lawmaker, in his communication, reminded INEC of Section 91 of the 1999 Constitution (as amended) and relevant provisions of the Electoral Act, which mandate a review of state constituencies at ten-year intervals — a task which he says has been neglected for far too long.
“It is regrettable that despite the obvious demographic shifts and growing administrative complexity in Degema and Bonny, the necessary constitutional adjustment has not been made,” Hart stated.
He emphasized that the creation of these additional constituencies will enhance political inclusion, ensure fairer representation, and ultimately improve governance and service delivery in both localities.
“Degema and Bonny are expanding communities with increasing population and infrastructural demands. Proper representation is not only a constitutional right but a critical ingredient for equitable development,” Hart added.
This move has stirred conversations across Rivers State, with many political observers viewing it as a bold and overdue step that could reshape the state’s political landscape.
As of press time, INEC has yet to issue an official response to the lawmaker’s request.
