Recent attempts to smear the reputation of Dr. Dennis Brutu Otuaro, Coordinator of the Presidential Amnesty Programme (PAP), through malicious petitions have come to our notice. These false documents allege financial diversion, asset misappropriation, contract racketeering, and intimidation tactics. Such claims are entirely baseless, politically motivated, and the handiwork of enemies of progress who cannot stand the transparency, peace, and empowerment that his administration has brought to the Niger Delta.
Since assuming office, Dr. Otuaro’s leadership has yielded tangible and measurable results that directly impact the lives of beneficiaries and the peace of the Niger Delta. Beneficiaries now enjoy prompt payment of stipends and welfare packages without delays. Leaders from Phases 1, 2, and 3 have completed Alternative Dispute Resolution (ADR) training to promote peacebuilding and settle disputes amicably. Educational scholarships have been awarded to deserving beneficiaries in reputable institutions, ensuring brighter futures for the next generation.
His peacebuilding initiatives have fostered unity among ex-agitator groups, while ongoing empowerment and vocational programmes prepare beneficiaries for self-reliance. Large-scale vocational training programmes are about to kick off to equip ex-agitators with sustainable skills. These achievements reflect a leadership style rooted in transparency, inclusiveness, and genuine commitment to the welfare of the Niger Delta people.
The facts are clear: there is no tension in the Niger Delta, no genuine protest, and no intimidation by the PAP. The Amnesty Office is not a law enforcement agency — its duty is to empower and rehabilitate beneficiaries, not to arrest people. If anyone engages in crimes such as cyberbullying, impersonation, or blackmail, it is left for the appropriate law enforcement authorities to investigate and take necessary action. The desperate lies contained in these petitions cannot overshadow the peace and development currently being experienced under Dr. Otuaro’s leadership.
We call on the EFCC and relevant security agencies to investigate these petitioners for their deliberate attempts to mislead the public and disrupt regional stability. Instead of manufacturing lies to stay relevant, they should focus their efforts on contributing positively to the Niger Delta’s progress.
We, the genuine leaders and stakeholders of the Presidential Amnesty Programme (PAP), hereby warn all ENEMIES OF PROGRESS, RUMOUR MONGERS, AND BLACKMAILERS to desist from their destructive actions. If they refuse, WE WILL TRACE THEM OUT AND HAND THEM OVER TO THE APPROPRIATE AUTHORITIES for prosecution.
It is also important to address the separate smear campaign targeting Mr. Salvation Rufus Ebena. The petition against him — claiming diversion of over 500 stipends, embezzlement of ₦250 million, and receipt of kickbacks — is a complete fabrication. At no time was Mr. Ebena the Chairman of the Second Phase when the past administration introduced the Pacasol loan, nor was he involved in the community or management of the Pacasol process. For the petitioners to make such wild claims shows they do not even understand the facts. These are envious individuals who cannot stand seeing others succeed. Those behind this attack should be exposed and held accountable for their deliberate attempt to cause disunity.
The Presidential Amnesty Programme under DR. DENNIS BRUTU OTUARO remains firmly committed to TRANSPARENCY, ACCOUNTABILITY, AND THE EMPOWERMENT OF BENEFICIARIES. We urge all well-meaning Niger Deltans to DISREGARD THESE FALSEHOODS and continue supporting the reforms that are TRANSFORMING LIVES AND SECURING SUSTAINABLE PEACE in our region. ENEMIES OF PROGRESS CANNOT AND WILL NOT DERAIL THE PROGRESS WE HAVE ACHIEVED.
