PAP Third Phase Leadership Refutes Misleading Report, Backs Otuaro’s Reforms
The attention of the Presidential Amnesty Programme (PAP) Third Phase Leadership has been drawn to recent news stories falsely claiming that the House of Representatives threatened to issue an arrest warrant against the PAP Administrator over an alleged N26 billion audit query. These reports are inaccurate and appear designed to divert attention from the ongoing work of the PAP. Such narratives misrepresent the facts and unfairly target the leadership of the programme, particularly Dr. Dennis Brutu Otuaro, PhD.
Speaking on behalf of the Third Phase, Richman Davidson, Assistant Secretary of the PAP Third Phase Leadership, condemned the publication and described it as an unnecessary distraction sponsored by individuals who are uncomfortable with the ongoing reforms.
He stated clearly that:
“The Third Phase Leadership is not happy with these distractions. Those behind this false report should allow Dr. Dennis Brutu Otuaro to focus on the good work he is doing for the Niger Delta. The region is already witnessing progress, and we will not sit back and allow mischief-makers derail it.”
Davidson emphasized that Dr. Otuaro has demonstrated transparency, accountability, fairness, and an uncommon commitment to restoring the core mandate of the Presidential Amnesty Programme. Under Otuaro’s leadership, ex-agitators have seen renewed hope through education programmes, empowerment initiatives, training schemes, and a more inclusive management structure.
He further stressed that the PAP under Otuaro has never shied away from any audit or oversight process, and the coordinated media attack is a failed attempt to tarnish the image of a man who is restructuring the system for the benefit of the Niger Delta people.
The Third Phase leadership therefore calls on the general public, stakeholders, and beneficiaries of the Amnesty Programme to disregard the misleading publication. It is the handiwork of detractors who have lost political relevance and now resort to propaganda.
Finally, the leadership reaffirmed its total support for Dr. Dennis Brutu Otuaro, commending his commitment, calm leadership style, and passion for sustainable development in the region.
